BIS for Refined Nickel

BIS for Refined Nickel Now Mandatory

Foreign manufacturers and exporters dealing with refined nickel must now comply with India’s recently notified Refined Nickel (Quality Control) Order, 2025. Under this regulation, BIS for refined nickel is now compulsory for domestic sale and distribution in the Indian market.

Effective from October 17, 2025, refined nickel must conform to IS 2782:2023 and bear the Standard Mark issued by the Bureau of Indian Standards (BIS). This move is part of India’s ongoing efforts to ensure quality control and traceability for critical metals used in stainless steel, alloys, batteries, and chemical applications.

Why the Refined Nickel QCO 2025 Matters

India’s dependency on refined nickel imports is significant. As a strategic material in clean energy, electronics, and defense, nickel quality has direct implications for industrial safety and product performance.

The Refined Nickel QCO 2025 mandates compliance with IS 2782:2023, a BIS standard outlining stringent physical and chemical specifications. For foreign entities aiming to serve the Indian market, the absence of a valid refined nickel license will mean a complete block on customs clearance or domestic supply.

Who Needs to Apply for a BIS License?

This QCO applies to:

  • Foreign manufacturers exporting refined nickel into India
  • Indian manufacturers are producing refined nickel for domestic distribution
  • Importers sourcing raw nickel for downstream use in alloys and batteries

It does not apply to goods intended exclusively for export from India.

Any party looking to sell or distribute refined nickel within India will require a refined nickel certificate issued by BIS under Scheme I of the Conformity Assessment Regulations, 2018.

Compliance Standard: IS 2782:2023 for Refined Nickel

All refined nickel must conform to IS 2782:2023 – Refined Nickel – Specification, which covers parameters like:

  • Nickel content
  • Impurity limits (Fe, Cu, C, S, etc.)
  • Form of supply (cathodes, pellets, briquettes, etc.)

Testing must be done at a BIS-recognized laboratory, followed by audit and licensing procedures that confirm adherence to this standard.

BIS Certification Process for Refined Nickel (Scheme I)

Foreign and domestic applicants must go through Scheme I, which includes:

Step 1: Application Submission

  • Submit an online application on the BIS portal
  • Include technical specifications, manufacturing process, QMS documentation

Step 2: Factory Audit (Mandatory for Foreign Entities)

  • BIS officials will inspect production facilities
  • Witness testing and sampling for compliance verification

Step 3: Product Testing

  • Third-party testing at a BIS-recognized lab
  • Conformance to IS 2782:2023 is required for approval

Step 4: Grant of License

  • On successful audit and test review
  • Standard Mark authorization (ISI mark) granted for use

Penalties for Non-Compliance

Distributing or importing refined nickel in India without a valid BIS license after the QCO effective date can lead to:

  • Product seizures at ports or warehouses
  • Fines and legal action
  • Suspension of business licenses or import clearances

For brands and manufacturers, non-compliance poses both commercial and legal risks.

Why Start the BIS Application Now?

With the QCO effective from October 2025, waiting until the last quarter risks delays in approvals and audits. Many foreign manufacturers are already applying for their refined nickel ISI certification in anticipation.

Lead times for BIS inspections, test results, and final approvals can range from 3 to 6 months, especially if factory visits are required. Starting early ensures smooth market access and avoids last-minute disruptions.
