BIS for Refined Nickel Now Mandatory
Foreign manufacturers and exporters dealing with refined nickel must now comply with India’s recently notified Refined Nickel (Quality Control) Order, 2025. Under this regulation, BIS for refined nickel is now compulsory for domestic sale and distribution in the Indian market.
Effective from October 17, 2025, refined nickel must conform to IS 2782:2023 and bear the Standard Mark issued by the Bureau of Indian Standards (BIS). This move is part of India’s ongoing efforts to ensure quality control and traceability for critical metals used in stainless steel, alloys, batteries, and chemical applications.

The Refined Nickel QCO 2025 mandates compliance with IS 2782:2023, a BIS standard outlining stringent physical and chemical specifications. Who Needs to Apply for a BIS License?
This QCO applies to:

It does not apply to goods intended exclusively for export from India.

Compliance Standard: IS 2782:2023 for Refined Nickel
All refined nickel must conform to IS 2782:2023 – Refined Nickel – Specification, which covers parameters like:
- Nickel content
- Impurity limits (Fe, Cu, C, S, etc.)
- Form of supply (cathodes, pellets, briquettes, etc.)
Testing must be done at a BIS-recognized laboratory, followed by audit and licensing procedures that confirm adherence to this standard.

BIS Certification Process for Refined Nickel (Scheme I)
Foreign and domestic applicants must go through Scheme I, which includes:

- Submit an online application on the BIS portal
- Include technical specifications, manufacturing process, QMS documentation
Step 2: Factory Audit (Mandatory for Foreign Entities)
- BIS officials will inspect production facilities
- Witness testing and sampling for compliance verification
Step 3: Product Testing
- Third-party testing at a BIS-recognized lab
- Conformance to IS 2782:2023 is required for approval
Step 4: Grant of License
- On successful audit and test review
- Standard Mark authorization (ISI mark) granted for use
