Introduction

PWM labelling requirements 2025, a major compliance update by the Central Pollution Control Board (CPCB) has made it mandatory for all PIBOs—Producers, Importers, and Brand Owners, to comply with.

Effective 1st July 2025, specific product information must be displayed or made accessible for all plastic packaging under the newly amended Plastic Waste Management Rules, 2016. If you deal with plastic packaging in any form, these PWM labelling rules are non-negotiable.


Understanding PWM Labelling Rules for PIBOs

As per the official PWM Gazette Notification 2025 issued in January by the Ministry of Environment, Forest and Climate Change, Rule 11(1A) offers PIBOs four options to communicate required product information. At least one of these must be adopted by the compliance deadline.

Accepted Labelling Methods:

  1. The barcode printed on the plastic packaging
  2. QR Code printed on the packaging
  3. Product Information Brochure accompanying the packaging
  4. Unique Number printed on the plastic packaging — issued under a law that mandates pre-compliance with PWM Rule 11(1)

This information must be linked to the CPCB EPR portal and is subject to quarterly audits by the CPCB. The update has been attached below.


Who Must Comply?

These requirements apply to all PIBOs (Producers, Importers, and Brand Owners) dealing with plastic packaging in any form. Whether you’re manufacturing domestically or importing products for sale in India, if you’re listed under CPCB’s EPR registration, compliance is mandatory.

This includes all types of plastic packaging: rigid, flexible, multi-layered, compostable, and biodegradable. These PWM labelling rules are universal across PIBO categories.

* Is this applicable to imported goods?

Yes. Importers (the “I” in PIBO) must ensure compliance before the products enter the Indian market. Non-compliance could delay clearance or invite penalties.

* What happens if multiple labelling methods are used?

Using more than one method is allowed and can even enhance transparency. However, at least one method is mandatory, and details must be declared to CPCB.

* Are exemptions available?

Yes, for specific categories such as:

  • Products under Legal Metrology Rule 26
  • BIS-certified electronics where technical printing limitations apply
    In such cases, prior CPCB approval is required.
