BIS for Vinyl Sulphone

Introduction

The Indian chemical industry is facing a major compliance shift. The BIS for Vinyl Sulphone has officially been made mandatory under a newly enforced Quality Control Order. With the BIS QCO 2025 now in effect, manufacturers, importers, and sellers of Vinyl Sulphone must obtain certification under IS 18340 by 13 August 2025.

This compliance guide will help you understand how to secure your Vinyl Sulphone license, what technical standards you need to meet, and why this move matters for chemical safety and regulatory clarity.

What Is IS 18340?

IS 18340:2023 is the Indian Standard that specifies the purity and quality benchmarks for Vinyl Sulphone, a key dye intermediate used in the production of reactive dyes for the textile industry.

With its increasing usage, the government has recognized the need for uniform quality and safety. As a result, obtaining a chemical license in line with IS 18340 is now a legal requirement for those manufacturing or importing Vinyl Sulphone for the Indian market.

Key BIS Specifications for Vinyl Sulphone

To get certified under BIS for Vinyl Sulphone, your product must meet the following criteria as per IS 18340:

  • Assay (by nitrite method): Minimum 96.0% (dry basis)
  • Hydrolysis Value: Minimum 93.0% (100% basis)
  • Matter Insoluble in Sodium Carbonate: Maximum 0.6%
  • 4-Chloroaniline Content: Maximum 0.05%

These parameters ensure safety, consistency, and regulatory compliance across chemical formulations.

Deadline Alert

According to the Vinyl Sulphone (Quality Control) Amendment Order, 2025 notified in the Gazette of India on 14 May 2025 the effective date of enforcement has been revised to:

From this date forward, it is illegal to manufacture, import, or sell Vinyl Sulphone in India without a valid BIS license and the ISI mark.

Who Must Comply?

The BIS QCO for Vinyl Sulphone applies to both Indian and foreign manufacturers intending to supply this chemical in the Indian market.

Indian Manufacturers

Any domestic chemical manufacturer producing Vinyl Sulphone for commercial sale within India must obtain a BIS license under IS 18340. This includes both bulk producers and specialty chemical units serving the textile dye industry.

Foreign Manufacturers

Overseas manufacturers exporting Vinyl Sulphone to India are also required to obtain BIS certification before shipment. Without it, consignments may be held or rejected at Indian ports. The certification must be secured under the Foreign Manufacturer Certification Scheme (FMCS) of BIS.

Exemption:
Manufacturers, Indian or foreign supplying Vinyl Sulphone exclusively for export purposes are not covered under this QCO.

How to Get Your Vinyl Sulphone License (BIS Certification Process)

If you deal in Vinyl Sulphone, follow this step-by-step route to obtain your chemical license under BIS:

1. Application Filing

Register on the BIS portal and submit Form VI along with details such as your manufacturing process flow, in-house quality control systems, and laboratory capabilities.

2. Factory Audit

BIS inspectors will conduct a physical audit of your facility to verify your production environment, testing infrastructure, and adherence to the technical requirements under IS 18340.

3. Product Testing

Representative samples of your Vinyl Sulphone product will be drawn during the audit and sent to BIS-recognized laboratories. These are tested for compliance with mandatory specifications such as purity, hydrolysis value, and impurity limits.

4. License Grant

Upon successful verification of documents, test results, and plant assessment, BIS will issue you a Vinyl Sulphone license, allowing you to affix the ISI mark on your packaging and officially distribute the product in India.

5. Post-Certification Surveillance

After the license is granted, BIS conducts periodic surveillance audits and market sampling to ensure continued compliance. This is where many manufacturers face unexpected hurdles, whether due to minor process variations or documentation lapses.
